With the current UK threat from Terrorism remaining at ‘Severe’ meaning an attack is highly likely. The CSC’s strategic aim is to explore ways to improve collective responses to threats from terrorism, crisis or emergencies, which affect the City of London.

The idea for the Council came about as the Step Change in the volume of disrupted terrorist attacks and attacks on the UK grew during 2016. In addition, the Home Office through JSARC (Joint Security and Resilience Centre) is working on plans and ideas that will see, over the next few years, more of the public domain being ‘policed’ by private security companies.

CityINTEL has been installed within the CoLP Joint Command Control Room (JCCR) to communicate briefings on up-and-coming events, live incidents, and updates as they progress.

Each building within the City of London which is guarded by a registered CSC member will receive immediate notifications from the JCCR to both their control rooms and nominated users.

Communication will be targeted to individual buildings, by geofenced areas, as well as used to broadcast more generally. To support the policing of the City each building is loaded on to the platform with key information regarding life safety systems such as trauma packs, defibs, evacuation routes and dangerous substances; all which provide the police with a unique view of the City as they manage incidents.

Holding Sensitive Data - City Security Council (CSC) Members are competing companies, therefore demonstrating security and data segregation on the platform was essential to gain trust and commitment from each provider.

Information Security - A key criteria of the platform was to have ISO 27001 and Cyber Essentials. Zinc has passed an information security audit through the Risk Ledger platform as prescribed by the CoLP.

Secure transfer / security assurance - All information transferred under this protocol is security assessed by the CoLP information security team and is subject to periodic reviews. Parties to this protocol have shared their respective information security policies to provide assurance that secure processing is in place.
